41.00 Basket/Goal Heights

- Any boy or girl born on or after September 1, 1993, will be eligible to play in the 12 year old division and any boy or girl born on or after September 1, 1995, will be eligible to play in the 10 year old division. Any boy or girl born on or after September 1, 1997, will be eligible to play in the 8 year old division of the Biddy Basketball league competition. Games in which an ineligible player has been used shall be declared forfeited.

0.02 HEIGHT - No height limits.

0.03 CLASSIFICATIONS (BOYS ONLY) -Types of Classifications:

  1. AA
  2. A
  3. B

Leagues will be placed in classification by Regional Director subject to approval by National Headquarters. National tournament will be held for both classifications.

0.04 REQUIREMENT FOR FRANCHISE - Application for franchise must be submitted to Headquarters and approved. Organizations having instituted grievance, lawsuit or any claim against Biddy Basketball and/or its offices will not be granted a franchise.

TYPES OF FRANCHISES -

A. There are six types of Franchises:

  1. 8 years and under - Girls
  2. 10 years and under - Girls
  3. 12 years and under - Girls
  4. 8 years and under - Boys
  5. 10 years and under - Boys.
  6. 12 years and under - Boys

B. Applications for Franchise in 8, 10, 11, and 12 year olds must include the annual Registration Fee of $25.00 per team. This fee includes the $5.00 Regional Director Fee. NO REFUNDS

C. All leagues competing in tournament play in 2007 must apply for franchise on or before February 1, 2007, and must be subsequently fulfill tournament eligibility requirements

D. All franchised leagues may add teams after registration, by paying a $25.00 fee for each team added.

1. Teams may be added to a franchised league at anytime merely by filing team registration fees with Headquarters. All players whose names appear on rosters submitted on or before February 1, 2007, will be eligible for tournament play regardless of whether or not the team was added subsequent to original filing. (See Rule 0.07-F)

2. Leagues franchised as Biddy Leagues by Headquarters shall thereby become subject to the powers and jurisdiction of Regional Directors and regional organizations within whose territorial limits such leagues exist and operate.

3. Regional directors must receive and approve geographical boundaries established by each league in conjunction with the Regional Director in whose region that league exists and operates. Appropriate maps or specifications of player eligibility limitations must be received and certified by and filed with regional Directors and submitted to Headquarters wherever it is deemed advisable. Geographical boundaries are established to eliminate competition of an undesirable nature, but shall not be established to prevent healthy expansion of teams, leagues and franchises within any given area.

0.05 LEAGUE - A league must be composed of not less than 20 players nor more than 144 players to become a Franchise Biddy Basketball League. A Franchised League having more than 144 players must be divided into divisions. The divisions can be of any combination, however, cannot have more than 144 players or less than 20 players.

A. If a league is divided into two or more divisions, each division must be represented by a tournament team in tournament competition. Each tournament team must be selected from its division.

B. The teams of one division may play the teams of another division in a straight league.

0.06 SPONSORSHIP - Biddy Basketball recommends that local leagues carefully screen applicants for sponsorship and suggests Civic Clubs, fraternal organizations, service clubs, boys' and girls' clubs, recreation departments, schools, etc. as typical examples of the broad field from which sponsors should be selected.

---- Biddy Basketball forbids sponsorship by any independent organization or individual whose activities may be regarded as inimical to the welfare of youth, and therefore strongly advises meticulous care in the selection of sponsors.

0.07A PLAYERS - Players must play in one age league to be eligible for the All-Star Team. Boys CANNOT play on girls teams, but girls CAN play on boys teams. However, players cannot play on two (2) special teams.

0.07B A player may finish his career in the league he started even though he has moved outside that league's boundaries, provided the move is bona fide and that there is continuous participation, player is eligible for tournament.

0.07C Player cannot change divisions nor teams to be eligible for the All-Star Team.

0.07D Players listed on teams rosters or revisions thereto, which are filed with Headquarters and Regional Directors prior to February 1, 2007 shall be eligible for the tournament provided that birth documents, as defined in rule 11.00, Paragraph 1, are in the custody of the proper tournament authority before the start of competition.

0.07E IN NO CASE shall a player be allowed to participate in tournament competition unless said birth document is presented to the tournament officials. No tournament officials of Regional Director shall have authority to waive this requirement.

0.07F Every team in a league must play a minimum of nine (9) games for a player to be eligible to play in tournament competition. He or she must have played in 1/2 of his team's regularly scheduled league games prior to the start of tournament play. (A minimum of 5 games)

0.07G If player is over the height limit at one tournament level, he or she cannot be measured again at another tournament level.

0.08 DUAL PARTICIPATION - Any Biddy Basketball franchise may adopt a local league rule, prior to the beginning of that league's season, (A) prohibiting a boy and girl playing in that league from also participating on a team or in a league of any other national basketball program; (B) adopt rules contrary to Biddy rules. These options, however, cannot be adopted by any other Biddy Basketball organizations higher than the league level.

0.09 UNIFORMS - Official league uniforms must have Official Biddy Basketball Emblems on front pants leg. Undershirts must be of the same color as the uniform jerseys. National Federation Rule apply. (Piping, trim requirements and lettering are waived). Neither digit greater than (5) shall be used except for in International play. Penalty - Technical foul for each violation. Sponsor's name permitted on uniforms.  Shoes and socks worn by individual players must be the same in order to play.

10.00 COMPULSORY PLAYING TIME - Time keepers will not be used. Every player (10 minimum) must play one full quarter each game. The player must start and finish the first full quarter in which he enters the game, with the following exceptions:  1)  a player who left the game due to injury may return anytime in the same quarter for the alternate player only, and 2)  an alternate may sub for a player that has 3 or 4 fouls;  the alternate must finish the quarter to satisfy the one completed quarter.  The player who leaves due to foul trouble may not re-enter that same quarter.  Any player not having a full quarter played must start and finish the fourth quarter. (a) If a player is disqualified from the game before finishing the full quarter, an alternate must enter the game and finish the quarter.       (b) If a player leaves the game due to injury before finishing the full quarter, an alternate must enter the game and finish the quarter, unless the injured player returns (see exception #1 above).  The alternate's time counts as finishing the injured player's required time.  If alternate is not available, the opposing coach chooses the opponent player to fulfill the requirement.(c)  If a player is required to leave the game because of bleeding before finishing the full quarter, an alternate must play until the player is cleared to return. The statistician at the beginning of the 4th quarter may inform both coaches to play the players that need to complete their quarter.(d) Alternates can play at anytime,but can only sub for players who had finish their time (6 min.) or the exceptions listed above.However  alternates can not start the 1st or 2nd quarters. Penalty:  Forfeiture of the game. EXCEPTION - See rule 25.00, Sec A.

11.00 BIRTH DOCUMENTS -

1. Each player on a Biddy Basketball League roster must file with his respective League President before his first regularly scheduled game an original record of his birth or a certified or notarized photostatic of the original record of birth must be one of the following documents:

A. A certificate from the State, County, or City Bureau of Vital Statistics, Department of Health, Hospital Certificates, Record of Notification of Birth by the Bureau of Census of the U.S. Department of Commerce or Biddy Basketball Headquarters, "Letter of Waiver."

B. In the event of the player's birth not being recorded at the time of his birth, a certified copy of the delayed registration of his birth will be accepted, providing that said registration is filed with Headquarters, and the Regional Director is notified prior to the player's first regularly scheduled game.

C. Notification of Birth - Registration from State, County, City of Bureau of Vital Statistics, Department of Health, or other recognized birth recording agency.

D. Consular Service Form - FS-240 "Report of Birth" issued by the U.S. Department of State and Immigration and Naturalization Forms I-151, I-25 and Approved Budget Bureau No. 43-R311-7 issued by the U.S. Department of Justice and Original Passports.

2. No player should ever be embarrassed by this rule. Should there be any difficulty in compliance with birth certificate requirements, any league, state organization, parent or guardian may contact Headquarters directly regarding a letter of waiver prior to a player's first regularly schedule game. Applications for Biddy Basketball Headquarters official, "Letter of waiver" shall be accompanied by as much documentation as is available.

12.00 TEAM ROSTERS - A team roster shall be filed with Headquarters, Regional Director and District Director independent of each other before the league's first regularly scheduled game. Those leagues which do not start regular season play until January 1, 2007, must file rosters before their league's first regularly scheduled game. League presidents will certify as to the authenticity of the information submitted and certify as to possession of group accident insurance.

13.00 LEAGUE SCHEDULE - The league schedule shall be filed with Headquarters, Regional and District Directors independent of each other before the league's first regularly scheduled game.

13.01 LEAGUE SCOREBOOK - Each age league will maintain an official scorebook or books to be completed in detail covering all league games.

14.00 LEAGUE INSURANCE -All league teams must be covered by group accident insurance before the team will be permitted to compete in any Biddy Basketball competition. It is recommended- mended that all leagues be protected by adequate liability insurance also.

15.00 JURISDICTION - All competition, local, district, state, regional or national, shall be played under the jurisdiction of Biddy Basketball Headquarters.

15.01 Headquarters will appoint Regional Directors.

16.00 REGIONAL ORGANIZATIONS - Leagues franchised as Biddy Basketball Leagues by Biddy Basketball Headquarters, shall thereby be subject to the powers and jurisdiction of Regional Directors and regional organizations within whose territorial limits such leagues exist and operate.

16.01 POWER OF REGIONAL DIRECTOR

1. The Regional Director may formulate, in conjunction with their committees such rules and regulations and territorial and jurisdictional limits as they are not in conflict with Biddy Basketball rules and regulations and will enable said directors to better conduct their organizations and govern leagues existing and operating within their territorial limits. Headquarters shall pass final approval on all regional rules, regulations and policies.

2. Regional Director shall have the power to suspend any official, manager, coach, player, sponsor, team, or league violating Biddy Basketball rules and regulations, subject to official review by Biddy Basketball Headquarters.

3. Regional Directors shall function as direct representation of Headquarters in relation to ad-ministration of leagues within their area and shall enforce all rules and regulations and directive as issued by Headquarters.

4. Reports of Regional and District activities such as minutes of meeting, financial statements, tournament information, etc  must be transmitted to Biddy Basketball Headquarters Financial records and minutes of meeting must be files with Headquarters immediately following regional meeting.

5. Regional Directors will appoint District Directors.

6. Regional Directors or appointed representative will measure players, certify credentials and must sign forms.

17.00 PROTESTS OF LOCAL LEAGUES-

1. All disputes and protests of local leagues shall be decided by the League President or by his or hers appointed committee.

2. National Headquarters will not accept protests.

18.00 CLARIFICATIONS AND INTERPRETATIONS-

Clarifications and interpretations of rules by Headquarters will be given only in writing and then only upon written request. Headquarters will consider telegrams as writing.

19.00 VIOLATIONS-

Violation of Biddy Basketball's policies or rules will result in indefinite disqualification of player, coach, team, franchise, and subject to fines.

19.01 FORFEIT -

The appropriate tournament game shall be forfeited for use of an ineligible player.

20.00 COURT -

1.The Biddy Court shall be any court in accordance with official basketball dimensions and with key-lock free-throw lanes.

2. BASKETS - All Biddy Basketball games must be played with 8’6” high baskets for ages 7 & 8; 9" baskets for ages 9 and 10; 9’6” high baskets for ages 11 and 12. Exception for boys only: 12 year old boys leagues 10’ goals.

3. BACKBOARD - Adjustable units to measure 48" x 32".

4. FREE THROW LINE - The free throw line must be 12'10" from the backboard. Exception: 12 year old boys league plays 15’ high school regulation distance.

5. BALL - The Official Biddy Basketball shall be used in ALL leagues (Black and Yellow) : BDY 1008 for the 8 year olds; and the BDY 1010 basketball for the 10 yr. & 12 yr. olds.

6. KEY-LOCK - (see Diagram in Rulebook)

7. 19 FOOT ARC - 3 points.

21.00 REGULATION GAME -

A. Four 6 minute quarters.

B. Overtime periods - Three (3) minutes.

C. One minute between quarters and ten minutes between halves.

D. Five fouls disqualifies a player.

E. Five seconds in key-lock for 8 year old only.

F. Three seconds for 10 and 12 year olds.

22.00 DUNKING OR STUFFING PROHIBITED 

Attempting to dunk or stuff at anytime is a technical foul; also (1) Disqualification, (2) Suspension of next game and (3) $100 fine if final game. Exception: Boys 12 year old league will play NFH-SAA rules.

22.01 All other rules must follow rule book of the National Federation of high School Athletic Assn., Exception - Discretion of National Director.

23.00 TOURNAMENT REGULATIONS - (Tournaments will be held when sites are available.)

23.01 MEASUREMENT ELIGIBILITY -

 At measurement or before, teams must submit to Regional Director the team credentials. Included in the team credentials must be:

1. Blue and pink all-star roster forms

2. Check-off list, signed by Regional Director.

3. One 8" x 10" glossy photo of team. Regional Director must certify #1 and #2 above, sign forms and keep pink form. The white copy and check-off forms must remain with credentials. Yellow all-star form must be sent to National Director when all-star team is selected and before measurement.

24.00 TOURNAMENT ELIGIBILITY -

1. Each franchised Biddy Basketball League shall be eligible for representation in tournament play, provided the League has complied with the following requirements on or before the specified dates:

A. Rule 0.04, Paragraph C

B. Rule 12.00

C. Rule 13.00

D. Rule 13.01

E. Rule 14.00

F. All financial obligations must be met.

G. Complete form x. Form X consists of additional player information plus recent bust photograph.

2. If a league is divided into two or more divisions, each division must be represented by a tournament team in tournament competition. Each tournament team must be selected from a division of league consisting of not more than 120 players nor less than 20 players.

3. Authority and responsibility is delegated to Regional Directors to determine tournament eligibility of each individual league based upon Rule 24.00, Paragraph 1. Letters of League Eligibility or Non-Eligibility will be forwarded to each registered league and/or division(s) by the Regional Director.

25.00 TEAM COMPOSITION - Each tournament team shall consist of ten (10) players, two (2) alternates and two (2) coaches. However, more bench personnel are allowed but not recognized by Tournament as team composition.

A. The two (2) alternates must be designated on score book when submitting line- up before the game and will be permitted (for tournament play only) to enter the game and not be required to play six (6) minutes as required in rule 10.00 An injured or disqualified player not completing six minutes at the beginning of the 4th quarter, must be replaced by an alternate to finish the injured or disqualified player's six minutes. The injured player can return to the game. Alternate's time starts after player leaves game.

B. A team can start game with less than ten (10) players,  the game will not be a forfeited game unless rule 10.00 is not fullfilled, "Ten players must play one Quarter" or the game will be forfeited.

C. Teams having only ten (10) players and one (1) player is fouled out or disqualified before completing six minutes playing time - the game is forfeited.

D. Tournament team roster must consist of only 12 players. No changes nor substituting will be allowed. Exception:

1. Injury- Injury occurring after team measurement. Medical proof from doctor must be presented.

2. Waiver from National Director.

25.01 Tournament Director will rule on extenuating circumstances, i.e. situations not covered in rule book. National Director has authority to change or make rules at his discretion.

26.00 CREDENTIALS - The tournament team coach must place in the custody of the Regional Director or his appointed representative the following credentials prior to the start of competition.

A. Birth documents or records as specified by Rule 11.01 Paragraph 1 for each of ten (10) tournament team players, plus alternatives, with Form X.

B. Official scorebooks containing records tournament players, certifies by League President, Underline All-Star Players.

C. Tournament team rosters certified by League President.

D. Regional Letter of Eligibility Form, signed by Regional Director.

E. Two (2) Team Pictures. Sec 38.00

F. These documents must stay in the possession of tournament officials during each tournament level.

27.00 TOURNAMENT RULES -

1. Each tournament game must be played in the presence of the tournament director or his assistant. No tournament game shall start play in absence of said directors.

2. All tournament competition shall be decided by using either double elimination or two (2) Division Round Robin.

3. Host sponsors of District, State, and Regional Tournaments shall be governed by local ruling for visiting teams expenses.

4. The host team will not be eligible for a tournament bye when advanced without playing in district or regional tournament.

5. All tournament scheduled should follow the official double elimination brackets issued by Headquarters. (Brackets for any number of team is available upon written request.)

6. No tournament team shall play in more than three tournament games per day without written permission from Headquarters.

7. All tournament games must be played with Official Biddy Basketball goals, balls, and state certified game officials. Exception: 12 year old boys will play with NFHSAA Rules, except the Biddy Basketball will be used (Req. 10’ goals).

8. All-Star teams are not to play in any tournament prior to December 25, 2006. Violators will be ineligible to participate in Biddy District, State, Regional, or National Tournaments.

9. The National Tournament brackets shall be drawn at the National Tournaments.

10. Only eligible players shall be in uniform at games.

11. District winners advance to Regionals.

28.00 JURISDICTION -

1. All regional tournaments shall be under the jurisdiction of the Regional Directors or Assistant Regional Directors or District Directors.

2. The team winning the Regional Championship shall compete with other Regional Champions to determine the National Champion.

3. Such tournament rules and regulations as may be deemed advisable to meet with local conditions may be established by Regional Directors or Tournament Directors as long as said rules are not in conflict with biddy Basketball Rules and Regulations. All regional officials shall establish their tournament rules as soon as possible and every league should be advised of the establishment of said rules.

4. District, Regional, and National Tournament financial distributions are established by National Headquarters.

29.00 NATIONAL TOURNAMENT -

1. Host Sponsors of the National Tournaments is not responsible for:

A. Visiting teams lodging.

B. Visiting teams traveling expenses to and from tournament.

C. Visiting teams food expenses.

D. Request and permission of name of co-host must be submitted, in writing, to National Headquarters before February 1, 2007. None will be accepted after.

29.01 ALCOHOLIC BEVERAGES - No alcoholic beverages can be sold or allowed in Biddy Basketball games.

29.02  INVITATIONAL TOURNAMENTS - Invitational Tournaments must comply with all Biddy Rules, Stressing Rules - 0.01, 0.02, 21.00 (except paragraph D), 24.00 Sections 6 & 7.

30.00 DISQUALIFIED FRANCHISES - Franchised Leagues are prohibited to play a disqualified franchise in any type of game, whether it is practice, invitational or regular. Subject to disqualification.

31.00 SWIMMING PROHIBITED - Biddy Basketball is a basketball program. The National Biddy Basketball Organization prohibits swimming in conjunction with all Biddy Basketball activities. Any swimming allowed in the association with any Biddy Basketball event is without the authorization of Biddy Basketball. The local league and/or team representatives assumes all liability for swimming events. This rule has been made due to the increased risk caused by swimming activities.

32.00 M REMENT -  NO HEIGHT LIMIT IN BIDDY BASKETBALL.

33.00   8 YEAR OLD MODIFICATION -

1. No height limit

2. The Junior (27") basketball will be used.

3. No full court press until 4th quarter. A team with a 25 point lead must set their defense of 5 players within the key-lock's five second area and must stay in, until less than 20 points.

4. Penalty for violating Par. 3,  technical foul (two foul shots), after one (1) warning.

34.00    AA TO A     CLASSIFICATION -

1. The AA Classification Leagues may form a 11-12 year Class "A" Team to participate in national tournament competition. However, the All-Star Team must consist of only 11 year old players.

2. The same privilege is granted to the 9-10 year old division.

35.00 TOURNAMENT TEAMS -

1. Must attend opening ceremonies.

2. Remain at "Get-Together" party until over.

3. Failure to comply with #1 or #2 - Penalty $100.00 and/or disqualification.

36.00 FANS CONDUCT - Boisterous, rowdy, uncontrollable fans are subject to expulsion from gymnasium and the next game or arrest. Coaches are responsible for their fans and their teams. Any coach who pulls his team off the court and leaves the gym (game) will be disqualified to coach the remainder of the season and the next season in Biddy Basketball. Franchises are subject to $100.00 fine and/or disqualification from program.

37.00   PLAYER COACH EJECTION - Coach, player or players ejected from game in progress will be disqualified, plus suspended from next game. Second offense at anytime, will cause disqualification from the program.

38.00   PICTURES - FORFEIT & TOURNAMENT FEES

1. Every team must submit a 8" x 10" or 5" x 7" gloss black and white team picture with ID at the Regional Tournament to be eligible to play. NO PICTURE, NO PLAY.

2. Forfeit Fee of $300.00 must be in National Headquarters or Hosting Tournament Director 48 hours after Regional Tournament. NO FEE, NO PLAY.

3. $200.00 National Tournament Fee is included.  $100.00 will be returned at tournament when teams complete the competition.

39.00 ADAPTORS - To change the goal heights from 8'6" to 9'0" & 9'6" the following ADAPTORS can be used:

1. Permanent Adaptors - Once attached to the convertible goal, they need not be removed. Cost: $55.00 per set of four (4).

2. Temporary Adaptors - Once attached to convertible goal for 9' height they must be removed to use the goal for 8'6". Cost: $35.00 per set of four (4).

3. All Biddy Basketball 12 year old tournaments must use Convertible Goals with Adaptors.
